It's also just possible that buu saga goku and vegetas regular ssj forms are straight up superior to shin which is likely. In conclusion shin is probably about equal to cell or mastered ssj android saga level.

Shin starts off mysterious in the martial arts tournament and later comes out to be kinda weak, at least in terms of Goku, Vegeta, and fat Buu. He doesn’t seem to have a real idea of how strong the Saiyans are or what is needed to take down Buu.
