Spanish is, by far, the most spoken non-English language in the U.S., but not all Spanish speakers are Hispanic. Some 2.8 million non-Hispanics speak Spanish at home today.

The order did not require changes to federal programs but was a victory for America’s English-only movement, which has ties to efforts to restrict immigration and bilingual education.

Los Angeles schools will now teach both American Sign Language and spoken English to younger students. The policy change is meant to correct a history of suppressing ASL. But some say it goes too far.
