Houston Mayor John Whitmire referred to former mayor Sylvester Turner as the "best he had to follow" as he welcomed those outside of City Hall Tuesday morning to pay their respects to the late congressman.

Turner died March 5 after “enduring health complications,” his family wrote in a statement. He was 70, and had just started his first term in the U.S. House.

The City of Houston will honor former Houston Mayor Sylvester Turner with a ceremony at City Hall. He will lie in state at City Hall for the public to pay their respects.
