SALEM, Ore. — A newly installed drinking fountain adds a classy touch to a West Salem neighborhood, but for Marvin Sannes it’s also a parable about bureaucracy.

Salem will turn on its splash pads at seven Salem parks on June 12. Budget cuts initially shut off water to most of the city's splash pads, restrooms, drinking fountains and irrigation.
